Rather Than Resisting Higher Expectations, Teachers Colleges Are Driving Them

The New York Times editorial “Help Teachers Before They Get to Class” (October 15) repeats outdated canards about teacher preparation that are as misguided as the new federal regulations celebrated in the editorial. Far from resisting higher expectations, teachers colleges are driving them.

Higher education institutions and states have raised program entry requirements in recent years, and the academic qualifications of admitted students have increased apace. By referencing an outdated and widely discredited report, the editorial misses this fact, reflected in publicly available federal datasets: today’s undergraduates preparing to be teachers have an average GPA of 3.2 on college work required for admission to the program.

Coalition Objects to Final Teacher Prep Regulations

On October 20, a coalition of higher education, PK-12, and state-level organizations released a statement citing concerns about the final teacher preparation program regulations released last week by the U.S. Department of Education. AACTE is one of nearly 30 organizations signing on to the statement.

Among these organizations’ concerns about the new rule are that it will decrease the likelihood of every student having access to a fully prepared teacher, disadvantage programs serving the communities that most need well-prepared teachers, and impede progress toward increasing the diversity of the teaching profession.

(October 12, 2016, Washington, DC) – Today, the U.S. Department of Education released its final rule on the regulations for each of our nation’s 26,000 teacher preparation programs. The official version will be published in the Federal Register by the end of the month, and the Department is expected to release guidance in the coming weeks as well. AACTE is carefully analyzing the new rule and urges members and stakeholders to do the same to determine its potential impact on the profession.

Congress Is Back! Join a Federal Update Webinar

As Congress returns from recess, so do the Federal Update webinars offered each month for AACTE members. This month’s update will be held September 20 and 21.

Each month, I’ll update you on what is happening in Washington, DC, related to educator preparation, and discuss how you can engage in advocacy for the profession. To accommodate a variety of schedules, each set of webinars is offered on consecutive days of the week at different times of the day.

USED Proposes Regulation on State Authorization for Distance Education

The U.S. Department of Education released a proposed regulation last month dealing with institutional eligibility for Title IV funds (federal student financial aid). Comments on the proposal are due by August 24 at 11:59 p.m. EDT.

In an effort to address concerns over fraudulent practices, noncompliance with requirements of Title IV programs, and other challenges, the Department is offering this latest round of proposed regulations (the initial work on this began in 2012) on distance education programs with an eye to those that operate in more than one state.

With the national party conventions just around the corner, Congress is scrambling to finish up necessary work before departing Washington until the fall. A critical focus for the U.S. House of Representatives Committee on Appropriations is moving its 12 funding bills through the committee before recess—including the “Labor-H” bill, which funds many programs of interest to AACTE members. This month’s webinars will discuss the fate of these bills and other priorities that unfolded in the final days before the congressional recess.

Today, AACTE submitted its comment on the U.S. Department of Education’s supplemental notice of proposed rule making (NPRM) for distance education programs in teacher preparation. Comment by May 2 on Proposed Regulations

It is time again to make your voice heard in the latest request for comments on the U.S. Department of Education’s proposed regulations on teacher preparation programs. The deadline to submit comments is Monday, May 2.

On April 1, the Department released a supplemental notice of proposed rule making (NPRM) affecting the implementation of the proposed teacher preparation program regulations for “distance education” programs. The Department seeks additional feedback on questions raised about these programs in some of the nearly 5,000 comments received on the initial NPRM last year.
