HITE, CCSS, and Teacher Preparation: Strange But True Bedfellows

Countries With High-Performing Students Have Strong Teacher Professional Learning

Two new studies commissioned by the National Center on Education and the Economy (NCEE) credit the collaborative professional learning of teachers in British Columbia, Hong Kong, Shanghai, and Singapore with their students’ strong performance on international assessments. NCEE’s Center on International Education Benchmarking organized a half-day forum last month featuring panel discussions of these countries’ policies that support such systems—and what lessons the United States should draw from them.

Rather than treating professional development as an add-on program such as monthly workshops, the studies say, successful education systems embed it broadly. Teacher-led collaborative learning is deliberately planned into structures such as well-defined career ladders, mentorship programs, and schools’ daily schedules. Although some of these features can be found in U.S. districts, none is widely used or as robust as described in the reports, and panelists advocated for a stronger systems approach.

Volunteer for CAEP Service

The Council for the Accreditation of Educator Preparation (CAEP) seeks reviewers and other volunteers for various roles in the agency’s work. Applications are open through March 18.

It is important for teacher educators to be represented in the CAEP Volunteer Corps, and this can be achieved if you volunteer! Please note that the call for service seeks a diverse population of educators, not only faculty from programs holding CAEP accreditation.

NNSTOY to Hold Congressional Briefing on Teacher Career Continuums, ESSA Implementation

On Wednesday, January 27, the National Network of State Teachers of the Year (NNSTOY) will hold a congressional briefing to release its new study Teacher Advancement Initiatives: Lessons Learned From Eight Case Studies. Completed in conjunction with Pearson, the report is the product of a 3-year study of schools and districts with established career advancement initiatives. The study identifies components of successful, sustainable teacher career continuums with positive impacts on teacher recruitment, retention, and job satisfaction.

The eight case studies include schools and districts in urban and rural areas of Arizona, California, Colorado, the District of Columbia, Iowa, North Carolina, Tennessee, and Washington. The report identifies key elements of effective career continuums such as structured roles for teacher leaders, opportunities for release time and collaboration, compensation differentiation, peer coaching and evaluation, embedded professional development, and structured opportunities for teacher voice in decision making.

Webinar Explores Preparing Educators for Common Core Math Standards

Last month, AACTE concluded its two-part online series on the Common Core State Standards (CCSS) with a webinar discussing preparation of preservice teachers for CCSS in mathematics. The webinar highlighted ways to engage candidates in thinking mathematically, figuring things out the way their PK-12 students will need to do, and using mathematics in context to better assist students in their learning.

The webinar, “Preparing Teacher Candidates for Common Core State Standards in Mathematics: The Sequel,” was presented December 15 by Reuben Asempapa from Ohio University along with Fran Arbaugh from Penn State University and Cynthia Vavasseur from Nicholls State University, and moderated by AACTE Senior Director Linda McKee. They discussed strategies for program leaders to work on their campuses to educate mathematicians and mathematics educators about the CCSS in mathematics and to bring them together to effectively prepare future teachers:

Reconceptualizing Teaching and Learning: The 2016 National Educational Technology Plan

Last month, the U.S. Department of Education Office of Educational Technology released the 2016 National Educational Technology Plan, titled Future Ready Learning: Reimagining the Role of Technology in Education. Billed as the nation’s “flagship educational technology policy document,” the plan contains specific recommendations for teacher preparation programs relative to its “vision of equity, active use, and collaborative leadership to make everywhere-all-the-time learning possible.” For this article, AACTE asked two of our field’s leaders on the topic to reflect on the plan and its relevance for educator preparation providers.

Since 2000, the AACTE Committee on Innovation and Technology has hosted an annual leadership summit for the presidents of a dozen teacher educator associations and editors of educational technology journals, who together comprise the National Technology Leadership Coalition. This summit in Washington, DC, provides a unique forum for interdisciplinary planning focused on technology and teacher preparation. Sharon Robinson, president and CEO of AACTE, recently wrote of the coalition, “Rather than reacting to new technologies, members of [the coalition] sought to shape them by partnering with developers to include discipline-specific pedagogical considerations.”

Free Webinar to Discuss Expanding Principal Pipeline Framework

Please join AACTE next week for a free webinar led by participants in the Wallace Foundation’s Principal Pipeline Initiative, who will discuss lessons from their urban districts on how to sustain and expand successful models for principal preparation and development.

The online event, to be held Wednesday, January 13, at 12:00 p.m. EST, is the final webinar in a series sponsored by the Wallace Foundation to showcase the work of the initiative. Earlier installments addressed laying the foundation for change, building partnerships among districts and institutions of higher education, and revising process and practice to enhance districts’ and principals’ commitment to professional development and improvement. ESEA Reauthorization Wins Mixed Praise

On December 10, President Obama signed into law the latest reauthorization of the Elementary and Secondary Education Act—now titled the Every Student Succeeds Act (ESSA).

The long-overdue reauthorization is being heralded as the end of the heavy-handed No Child Left Behind era, returning much of the authority to states and local agencies to oversee PK-12 education. But like any law of such great scope, this one has plenty of contentious content, and education organizations are offering decidedly mixed reviews.

In its statement on the passage of ESSA, the Coalition for Teaching Quality (of which AACTE is a founding member) said, “While the Coalition appreciates ESSA’s efforts to strengthen the capacity of states and districts to improve teacher quality, the bill unfortunately reflects a significant step back for many of our nation’s neediest students by eliminating a meaningful minimum entry standard for teachers and the need for states and districts to correct ongoing inequities in access to high-quality teachers.”

Apply Now for 2016 Holocaust Institute for Teacher Educators

AACTE and the United States Holocaust Memorial Museum (USHMM) are now accepting applications for the 2016 Holocaust Institute for Teacher Educators (HITE) in Washington, DC. Now entering its 9th year, the institute is open to any full-time faculty member specializing in secondary education in an AACTE member college or school of education. Favorable consideration will be given to those applying along with a colleague from the same institution but each colleague must complete an application.

Applicants selected to participate in the program will attend a weeklong workshop in June to be hosted by the USHMM in Washington, DC. Participants will receive extensive training on content and pedagogy of teaching the Holocaust/genocide and must agree to conduct a follow-up activity that employs the training they receive.

Webinar Offers Lessons on Assessing, Enhancing Principal Pipeline

Did you miss the latest installment in the Principal Pipeline Initiative webinar series, “Assessing and Enhancing Commitment”? Don’t fret: We’ve posted the recording to our Resource Library, along with other archived content from this fall’s series, sponsored by the Wallace Foundation.

Presenters in this third webinar in the free series included participants in the pipeline initiative: Debra Morris of the University of North Carolina at Charlotte, Michelle Young of the University Council for Educational Administration and the University of Virginia, and Jevelyn Bonner-Reed of the Charlotte-Mecklenburg Schools (NC). These panelists discussed their experiences and concerns related to planning, implementation, data collection, preassessment protocols, mentoring, and assessment as well as the impact of the district and partner activities on student learning, principal quality, and school improvement.

Wallace Report Advises State Policy Makers on Strengthening Principal Preparation

On November 3, the Wallace Foundation hosted a policy briefing in Washington, DC, to highlight findings from its recently released report, Developing Excellent School Principals to Advance Teaching and Learning: Considerations for State Policy. Commissioned by the Wallace Foundation and authored by Paul Manna, professor of government and policy at the College of William and Mary (VA), the report addresses the question What can state policy makers do to help ensure that schools have excellent principals who advance teaching and learning in their schools?

During the briefing, Manna presented findings from the report with a focus on the changing role of the principalship, the principal’s position as multiplier of effective teaching and leadership practice, and the impact of state policy making on principal effectiveness. Wallace Foundation President Will Miller underscored these perspectives in his introductory remarks: “There’s growing recognition that principals should no longer mainly be thought of as managers of buildings and bus schedules,” he said. “Indeed, effective leaders are their schools’ chief improvement officers—strengthening instruction, building a culture of high achievement, and supporting teachers and other educators to boost student performance.”

Unusual Coalition Supports Principles to Advance Teaching Profession

A set of nine laudable principles to advance the teaching profession undergird an ambitious campaign organized by the Center for American Progress (CAP) that launches today. The new initiative, TeachStrong, targets improvements at every stage of the educator pipeline, from recruitment and preparation through licensure and career pathways, calling for a much-needed shift in focus in education policy away from test-and-punish accountability and toward strengthening the teaching profession.

TeachStrong attempts to elicit a common tune from the cacophony of voices across the education sector—from AACTE and the National Board for Professional Teaching Standards to the National Council on Teacher Quality and Teach for America—with a “Path to Modernizing and Elevating Teaching” comprising nine goals:

New Assessment Task Force Seeks Input From Field

What do teachers and school leaders need to know about assessment, and how are preparation programs helping preservice educators to develop assessment literacy? And once program completers are employed, how can school districts support their ongoing growth?

To explore these questions, Northwest Evaluation Association (NWEA) has established a Task Force on Assessment Education for Teachers, on which I serve along with others involved in preservice and in-service educator preparation. And we want to hear from you!
